National Fraud Helpline Manifesto: Strengthening Protections Against Fraud in the UK

 

The Threat We Face:

 

In an era where technology permeates every aspect of our lives, the rise of fraud poses a significant threat to individuals, businesses, and the integrity of our economy. The UK must take decisive action to enhance protections against fraud, ensuring that every citizen feels secure and empowered. This manifesto outlines a comprehensive plan to combat fraud through prevention, education, and robust legal frameworks.

 

Vision Statement:

 

We envisage a UK where individuals and businesses are shielded from fraud through proactive measures, education, innovative technology, and a collaborative approach between government, law enforcement, and the private sector.

 

Our Manifesto Demands


1. Legislative Reform

Update Fraud Laws: Review and modernise existing fraud legislation to address new types of fraud, including cyber fraud, identity theft, and social engineering. Introduce harsher penalties for offenders to deter fraudulent activities.

Establish a Fraud Prevention Task Force: Create a dedicated body within the Home Office to coordinate responses to fraud across agencies, ensuring a united front against this crime.

2. Enhancing Reporting Mechanisms

Simplify Reporting: Streamline the process for reporting fraud through a centralised digital platform that is user-friendly and accessible, allowing victims to report incidents easily and receive immediate support. This would require a revamp of Action Fraud.

Mandatory Reporting for Businesses: Require businesses to report significant fraud incidents to a central authority, helping to gather data and identify patterns in fraudulent activities.

3. A National Anti-Fraud Body

This would be a central body to coordinate all anti-fraud information to create better conviction and prevention outcomes. The idea would be to bring together crime fighting institutions to share data and create more effective policing results. This would include the SFO, the Financial Conduct Authority, the NCA, the National Fraud Intelligence Bureau, police forces and Action Fraud.

National Fraud Database: Establish a secure, centralised database to track fraud incidents, facilitating data sharing among law enforcement, financial institutions, and regulatory bodies.

4. Public Awareness and Education

National Fraud Awareness Campaign: Launch a comprehensive campaign aimed at educating the public about the various forms of fraud, prevention strategies, and how to report incidents.

Financial Literacy Programs: Introduce mandatory financial literacy education in schools, focusing on online safety, recognising scams, and understanding personal finances.

5. Collaboration with Private Sector

Partnerships with Tech Companies: Collaborate with technology firms to enhance fraud detection tools and create real-time alerts for suspicious activities on financial platforms.

6. Investing in Technology and Resources

Funding for Law Enforcement: Allocate additional resources and training for law enforcement agencies to enhance their capacity to investigate and prosecute fraud cases effectively. Currently fraud accounts for 40% of crime in the UK but only 1% of policing resources are dedicated to fighting fraud.

7. Support for Victims

Restitution Programs: Implement programs to expedite restitution for victims of fraud, ensuring that they receive timely support to recover their losses and that this process is made easier.

Expand the Payment Service Regulator’s boundary’s that more easily allows victims of fraud to be recompensed. Eg If unusual payments are sent abroad or to cryptocurrency exchanges

8. Monitoring and Evaluation

Regular Audits of Fraud Measures: Conduct annual reviews of anti-fraud measures to assess their effectiveness and make necessary adjustments.

Public Accountability: Publish annual reports on fraud statistics, enforcement actions, and the effectiveness of prevention strategies, maintaining transparency and public trust.
